The author was not just any cop, it was Norm Stamper, Ph.D., who served as a police officer for 34 years, notably as chief of the Seattle Police Department from 1994 to 2000.

Now get this, President Obama's likely choice for drug czar, Gil Kerlikowske, was Norm's immediate successor as Seattle's chief of police.
